    FG Urges W/ Bank To Fast-Track Loan Approvals

    The Accountant-General of the Federation (AGF), Dr Shamseldeen Babatunde Ogunjimi, has urged the World Bank to accelerate the approval and disbursement of project funds to Nigeria, emphasising that the country’s access to such facilities should not be unnecessarily delayed.

    Ogunjimi was made in Abuja during a courtesy visit by a World Bank delegation led by Mrs Treed Lane, the World Bank Team’s Manager.

    He stressed that World Bank facilities are loans, not grants, and as a responsible borrower, Nigeria deserves prompt processing of its requests.

    The AGF warned that prolonged approval timelines could discourage the Nigerian government from pursuing such funding arrangements.

    “If approvals take more than six months, the Nigerian Government may no longer honour such arrangements,” he stated.

    Ogunjimi also disclosed that the Office of the Accountant-General of the Federation (OAGF) has begun addressing critical concerns previously raised by the World Bank, particularly in public financial management statements and audit reporting.

    According to him, the 2023 Audit Report will be submitted to the Office of the Auditor-General for the Federation within two weeks, while work on the 2024 and 2025 audit reports is ongoing.

    He further assured the delegation that issues surrounding the digitalisation of the Government Integrated Financial Management Information System (GIFMIS) are being tackled, with outdated infrastructure currently being replaced by modern technology to improve efficiency and service delivery.

    Earlier, Mrs Treed Lane congratulated Ogunjimi on his recent appointment as African Chairman of the Association of Accountants-General.

    She also encouraged the OAGF to sustain its digitalisation drive and ensure the timely submission of professional financial statements to the Office of the Auditor-General for the Federation to strengthen seamless public financial management processes.

    Two Delta State Commissioners Resign

    Delta State Governor, Rt. Hon. Sheriff Oborevwori, has directed the State Commissioner for Women Affairs, Community and Social Development, Princess Pat Ajudua, to oversee the Ministry of Humanitarian Affairs, Community Support Services and Girl Child Development pending further directives.

    The Governor also directed the Commissioner for Housing, Hon. Godknows Angele, to supervise the Ministry of Youth Development with immediate effect.

    The directives were contained in a statement issued by the State Commissioner for Works (Rural Roads) and Public Information, Mr Charles Aniagwu on Friday. 

    According to Aniagwu, the development became necessary following the resignation of the former Commissioner for Humanitarian Affairs, Community Support Services and Girl Child Development, Ms Orode Uduaghan, and the former Commissioner for Youth Development, Barr. ThankGod Harry Trakiriowei, who resigned to pursue their political ambitions ahead of the 2027 general elections.

    Aniagwu stated that the two former commissioners stepped down to contest for seats in the Delta State House of Assembly.

    He said Governor Oborevwori appreciated the former commissioners for their patriotic service to the state and wished them success in their future endeavours.

    The statement added that the new supervisory arrangements take immediate effect pending further announcements by the state government.

    Governor of Delta state, Sheriff Oborevwori on Friday directed a minor reshuffle of his cabinet as commissioners resigned  to pursue their political ambitions ahead of the 2027 general elections.

    The governor’s directive is contained in a statement  by the State Commissioner for Works (Rural Roads) and Public Information, Mr Charles Aniagwu in Asaba.

    Accordingly, the State Commissioner for Women Affairs, Community and Social Development, Princess Pat Ajudua, is to oversee the Ministry of Humanitarian Affairs, Community Support Services and Girl Child Development.

    “The Commissioner for Housing, Mr Godknows Angele, is to supervise the Ministry of Youth Development with immediate effect.”

    OPINION: Retroactive Laws And Jonathan’s Eligibility: A Constitutional Crossroads

    Every election cycle in Nigeria throws up its own constitutional headache. As 2027 approaches, one question refuses to die: Can former President Goodluck Jonathan run again?

    The storm centres on Section 137(3) of the 1999 Constitution, inserted by the Fourth Alteration Act No. 21 of 2018. It reads:
    “A person who was sworn in to complete the term for which another person was elected as President shall not be elected to such office for more than a single term.”
    Simple on paper. Messy in practice.

    The Jonathan Timeline: Why This Isn’t Academic

    Jonathan took the oath twice. First, on 6 May 2010, after President Umaru Musa Yar’Adua’s death. He completed that term. Second, on 29 May 2011, after winning his own election. He left office in 2015. Total: 6 years.

    If he contests and wins in 2027, he would serve till 2031 — making 10 years in all. That’s two years beyond the 8-year spirit many read into the Constitution. But does Section 137(3) actually catch him?

    The Retroactivity Problem

    The snag: Jonathan left office in 2015. Section 137(3) came alive in June 2018. Can a 2018 amendment disqualify a man for actions he took in 2010 and 2011?

    Nigerian courts don’t like retroactive punishment. The Supreme Court put it bluntly in Adesanoye v. Adewole (2000) 9 NWLR (Pt. 671) 127:
    “A statute is to be deemed retrospective which takes away or impairs any vested right acquired under existing laws… Courts lean against interpreting a statute so as to deprive a party of an accrued right.”
    Same principle in FRN v. Ifegwu (2003) 15 NWLR (Pt. 842) 113: “Retroactive laws which impose criminal penalties are an affront to liberty”. While this isn’t a criminal case, the logic holds: you don’t change the rules after the game.

    The Federal High Court, Yenagoa agreed in Andy Solomon & Idibiye Abraham v. Dr. Goodluck Ebele Jonathan & Ors, Suit No. FHC/YNG/CS/86/2022, delivered 27 May 2022. Justice Isa Hamma Dashen held that Section 137(3) “cannot be used retroactively to question Jonathan’s eligibility to run for president”. That decision hasn’t been overturned. Earlier, in Cyriacus Njoku v. Dr. Goodluck Ebele Jonathan (2015, FCT High Court), the court also cleared him.

    Two Senior Advocates, Two Constitutions

    Mike Ozekhome, SAN argues eligibility. His point: Jonathan’s rights vested before 2018. The amendment is “prospective,” not “retrospective.” No law says otherwise.

    Femi Falana, SAN disagrees. For him, the text is king: “Jonathan was sworn in in 2010 and 2011. That is two swearing-ins, and the law applies to him like everyone else”. He warns that allowing Jonathan back risks a “third term” by the back door , 10 years total.

    Even retired jurists are split. Justice Ayo Salami, PCA (Rtd) says the 2018 amendment “explicitly bars” Jonathan. But Dr. M.O. Ubani, SAN counters that 2010 was “succession under Section 146(1), not an elected term”. So Jonathan has only one elected term.

    What the Courts Actually Do With Retroactive Laws

    The Supreme Court has been consistent: unless a statute says it’s retroactive, it isn’t. In Gusau v. APC (2019) 7 NWLR (Pt. 1670) 185, the Court refused to apply the 4th Alteration’s new 14-day appeal limit to cases filed before it commenced. Same reasoning in ACCUGAS v. FIRS, FHC: if the National Assembly wanted FA 2019 to apply backward, “it would have said so”.

    So, until the Supreme Court says otherwise, Andy Solomon remains the law. And as Oba Maduabuchi, SAN noted recently, relitigating it now is “an abuse of court process” because no appeal was filed.

    Foreign Parallels: How Others Handle It

    Nigeria isn’t the first to face this. The U.S. 22nd Amendment limits presidents to two terms. When it was ratified in 1951, Congress made it clear: “This Article shall not apply to any person holding the office of President when this Article was proposed”. Truman, then president, was expressly grandfathered. No retroactivity.

    More recently, U.S. Congress members keep proposing term-limit amendments that expressly exclude past service: “any term that began before the date of ratification… shall not be included”. The point? If you want retroactivity, you write it in.

    Kenya’s 2010 Constitution capped presidential terms at two. It didn’t bar Mwai Kibaki, who’d already served two terms before 2010, because the clause wasn’t retroactive. South Africa is similar , term limits bind forward, not backward.

    My Professional View

    With respect to my learned seniors on both sides, Jonathan is currently not disqualified. Three reasons:

    No retroactive language: Section 137(3) doesn’t say it applies to past swearings-in. Adesanoye and Gusau foreclose implied retroactivity.

    Binding judgment stands: Andy Solomon v. Jonathan (2022) is extant. Until set aside by the Court of Appeal or Supreme Court, it’s the law.

    Locus standi problem: in my view, any pre-emptive suit is speculative. The Supreme Court in Michael Idachaba & Ors v. University of Agriculture, Makurdi insists damage must be complete. INEC hasn’t screened Jonathan. No candidate, no injury.

    That said, Falana’s policy point is real. If Jonathan runs and wins, Nigeria would have a 10-year president. That may offend the spirit of rotation and tenure limits, even if it survives the letter. Parliament could fix this by amending Section 137(3) to state whether it’s retroactive. Clarity ends litigation.

    Conclusion: Law vs. Politics

    Jonathan’s case is now a constitutional Rorschach test. Literalists see two swearings-in and stop. Purposivists see a 10-year problem. Courts, bound by stare decisis, see a 2022 judgment that hasn’t been overturned.

    Until the Supreme Court speaks or Jonathan picks up a nomination form, this remains a brilliant debate for law faculties and a warning to lawmakers: if you want a law to reach backwards, say so. Clearly. In English. And in the Gazette.

    Nigeria’s democracy is young. It can’t afford to learn constitutional law through crisis.

    ‘Dadiyata killed in my presence’ – Mattawale’s ex-SSA, Musa Kamarawa alleges

    Musa Muhammad Kamarawa, a former Senior Special Assistant, SSA, to ex-Zamfara State Governor, Bello Matawalle, has alleged that Abubakar Idris, popularly known as Dadiyata, was killed in his presence.

    A screengrab containing Kamarawa’s claim, written in Hausa, is currently circulating on various social media platforms.

    Kamarawa had also on Thursday written a petition addressed to the Inspector General of Police, alleging that certain officers had also threatened him.

    Dadiyata, a Nigerian lecturer and outspoken government critic, was abducted by gunmen from his home in Kaduna on August 1, 2019, and remains missing.

    His disappearance was heavily linked to his critical social media commentary, particularly regarding northern state governments.

    Imran Wakili, a political commentator, who shared a post containing the allegation on his X handle, said Kamarawa’s new revelation is a golden opportunity to finally get to the bottom of the disappearance and alleged killing of Dadiyata.

    According to him, “Such a statement cannot be ignored, brushed aside, or treated as ordinary political talk. It demands a thorough, transparent, and independent investigation.”

    Similarly, Bakatsine, a counter-insurgency and security journalist in the northwest of Nigeria, reacted to the allegation.

    In a post on X on Friday, Bakatsine called on authorities to investigate the allegation transparently.

    “This is a weighty accusation involving enforced disappearance and alleged extrajudicial killings. The authorities must investigate transparently, and those responsible if found guilty must face justice,” Bakatsine wrote.

    Meanwhile, DAILY POST reports that Kamarawa on Thursday accused two senior police officers, CSP Hussaini Gimba and CSP Hassan Gimba, of alleged extortion, illegal house search, seizure of property and conducting what he described as a “partial investigation” against him.

    In a petition addressed to the Inspector General of Police, IGP, Kamarawa alleged that the officers compelled him to conceal details of his relationship with the current Minister of State for Defence, Matawalle, during interrogation sessions.

    “In the cause of investigation, I was coarse by them I shouldn’t make any attempt to disclose my relationship with former Governor of Zamfara State Dr Bello Matawalle current State Minister of Defence that was the main reason in all the Vedio clips they recorded on me under duress I have never disclosed our relationship with him because they treat (sic) to kill me as they killed Dadiyata and Saminu S/Fada Gusau amongst others in my presence at Operations Yaki Kaduna but they keep asking my relationship with my uncle former Governor of Sokoto State Alh Attahiru Dalhatu Bafarawa who was their main target as instructed by Matawallen Maradun.

    “My concern is that I was the SSA to Matawallen Maradun during his tenure as a Governor in Zamfara State but why they never allow me to mention even in my statement which I wrote under duress, hence there’s a need to investigate the motive behind these. Attached herewith my letter of Appointment as SSA,” parts of his petition read.

    Kamarawa further alleged that the officers repeatedly questioned him about his relationship with former Sokoto State Governor, Attahiru Dalhatu Bafarawa, whom he claimed was their “main target”.

    Three health facilities have been sealed for operating without operational licences in Enugu South Local Government Area of Enugu State

    THE WHISTLER reports that they were sealed by the task force of the State Ministry of Health on Friday.

    The monitoring and supervision team, led by the Director of Medical Services, Dr Chinyere Ezeudu, told newsmen that the sealing was part of the ongoing efforts to improve healthcare delivery.

    According to her, the strategic supervision was aimed at evaluating the quality of healthcare services, staff performance, infrastructure, patient management, and compliance with government health policies and standards in various health facilities.

    She said the state government remained committed to building a responsive, efficient, and people-centred healthcare system. She also advised health workers to remain dedicated to duty, uphold professionalism, and maintain high standards of patient care.

    She explained that the supervision was “not meant to witch-hunt health facilities or their medical staff but to support continuous improvement in healthcare delivery across the state”.

    Speaking, the state Commissioner for Health, Prof George Ugwu, said the routine monitoring was to identify gaps, strengthen accountability, and ensure that residents receive quality healthcare services at all levels.

    According to him, “This is meant to ensure that every community benefits from accessible and quality healthcare services.”

    Only Female Welding Student Receives Scholarship At Ogbonnaya Onu Poly

    ‎Ogbonnaya Onu Polytechnic, Aba, has awarded a scholarship to the Welding and Fabrication department’s only female student, reflecting the institution’s dedication to inclusivity and technical education.

    ‎The Rector of the institution Engr. Dr. Christopher Okoro Kalu, announced this during the institution’s monthly Academic Board meeting held at the Polytechnic auditorium.

    According to him, the Welding and fabrication department’s operations have expanded beyond classroom training to large-scale fabrication projects serving both government and private sectors across the state.

    ‎He noted that waste bins produced by the department are currently distributed across the 17 local government areas of Abia State, while several iron doors fabricated by the students are being used in government projects.

    The Rector further stated that the department also produces commercial garri processing plants and oil processing machines, which are fabricated for commercial purposes and purchased by individuals and business owners across the state.

    ‎He explained that the introduction of monthly stipends is designed to motivate the students and strengthen their practical engagement as they combine academic training with productive industrial work.

    ‎In addition, the Rector projected the institution’s vision to position the Polytechnic as a centre of excellence in welding and fabrication in the near future.

    He also announced the payment of monthly stipends to students of the Department of Welding and Fabrication in recognition of their growing contributions to the production and supply of fabricated products across Abia State.

    Mr. Udodirim, a fabricators, who spoke during an interaction with journalists at the department, listed some of the machines currently available for production and purchase to include cassava grinding machines, cassava processing machines, kernel crackers and separators, fibre separators, hammer mills, cabinet dryers, block moulding machines, corn shelling machines, feed mixers, boilers and oil press machines.

    ‎Also speaking, the Chief Fabricator of the institution, Engr. Clement, attributed the department’s growth and increased visibility to the administration of the Rector, Engr. Dr. Christopher Okoro Kalu.

    ‎According to him, the department, which was previously inactive, has witnessed a major transformation through increased fabrication projects and student engagement.

    ‎“This department was dormant before Prof. Okoro came in. Since his assumption of office, the department has attracted several fabrication projects, including the waste bin receptacles used across the state, TETFund fabrication projects and agro-machinery production,” he said.

    ‎He added that the department now operates almost round-the-clock, with both students and staff actively engaged in production activities.

    ‎Engr. Clement further disclosed that the Rector had directed that several facilities and equipment used within the institution should be locally fabricated by the department, including seats installed at the new theatre hall and structures at the permanent site.

    ‎He described the Rector’s contribution to the growth of the department as significant and transformative.

    ‎An ND II student of the department, Nwosu Chibuisi, also expressed gratitude to TETFund and the institution’s management for creating opportunities that enable students to earn while learning

    UAE air defences intercept Iranian missiles, drones

    The United Arab Emirates said its air defence systems intercepted two ballistic missiles and three drones allegedly launched from Iran, as tensions in the region continue to rise.

    In a statement posted on X, the UAE Ministry of Defence said the attack left three people with moderate injuries.

    “Since the beginning of the blatant Iranian attacks on the United Arab Emirates, the air defences have engaged a total of 551 ballistic missiles, 29 cruise missiles, and 2,263 UAVs,” the ministry said.

    The ministry added that the country’s defence systems successfully responded to the latest attack by intercepting the incoming missiles and unmanned aerial vehicles.

    Iran has yet to respond to the UAE’s claims officially.
