Niger: Agric value chain beneficiaries warned against unauthorized repair of boreholes

Communities benefiting from the Federal Government/International Fund for Agricultural Development (FG/IFAD) Value Chain Development Programme (VCDP) in Niger State have been cautioned against carrying out unauthorized repairs on faulty solar-powered boreholes.

The communities were warned that such actions could lead to prolonged breakdowns and compromise water supply.

The warning was given during a training on the constitution and strengthening of Operations and Maintenance (O&M) Committees for water supply involving beneficiaries from nine participating local governments held in Bida and Lavun areas of the state.

Speaking, the Niger State VCDP Irrigation Engineer, Engr. Elisha John, described the water pump as the most sensitive component of the borehole system and advised communities to seek professional help whenever faults occur.

He warned that some repairers could replace original solar pumps with substandard parts, citing cases in Lavun and Guzzan communities where faulty pumps had remained out of service following improper handling.

John also urged beneficiaries to preserve maintenance tools provided to them and to take responsibility for the facilities to ensure they remain functional after the programme exits.

A facilitator, Engr. Daniel Shaba, who trained participants on preventive and corrective maintenance of boreholes, warned that poor sanitation around water sources could expose communities to diseases such as cholera and diarrhoea.

He advised residents against washing clothes, processing cassava or rice and dumping waste close to boreholes, saying contaminants could seep into groundwater and affect water quality.

Some beneficiaries said the training had improved their knowledge of managing the facilities.

Sheki Mohammed from Lavun said his committee would ensure proper procedures are followed when handling issues involving control panels, pumps and wiring.

Fatima Jibrin from Mokwa said the training had equipped participants with the knowledge needed to address minor challenges instead of waiting for officials to intervene, while Zakari Hussani from Borgu said he had gained knowledge on maintaining the facility and generating income from water sales.

NPF-NCCC Arrests Suspects Over ₦7.7bn Telecom Data Fraud

The Nigeria Police Force through the Nigeria Police Force National Cybercrime Centre (NPF-NCCC) has recorded significant progress in the investigation of a case involving Computer Related Fraud, Unauthorized Access to Computer Systems, and Theft of Telecom Services.

The investigation commenced following a complaint by a leading telecommunications service provider alleging the compromise and unauthorized use of staff login credentials. Preliminary investigation revealed that between October 1 and November 28, 2024, suspects unlawfully gained access to the company’s network billing infrastructure and fraudulently generated airtime which was subsequently converted to data bundles. The data bundles were thereafter distributed and sold through a network of vendors across the country.

In the course of the investigation, several suspects were arrested and over 400 laptops, 1,000 mobile phones, POS machines, cash exhibits and other evidential materials were recovered. The telecommunications provider was also able to reverse approximately 2,931.79 terabytes of fraudulently obtained data valued at about ₦3.8 billion.

Further investigation established the involvement of both insiders and external collaborators. In the second wave of the operation, conducted in May 2026, acting on actionable intelligence, operatives of the NPF-NCCC carried out coordinated operations in Kano, Katsina and Zamfara States leading to the arrest of key suspects including Musa Muhammed Kwandi, Nura Sadauki and Aminu Muhammed.

Other suspects arrested in connection with the investigation include Musa Hassan Mohammed, an IT specialist, Samson Alisigwe and Yusuf Shehu, all of whom are believed to have benefited from the proceeds of the fraudulent activities.

Through sustained financial investigation and asset tracing, operatives recovered the total sum of almost ₦90,000,000 (Ninety Million Naira) including two residential houses in Kano State, a mini-plaza, as well as a Toyota RAV4 vehicle being part of the proceeds of the crime.

Investigation is ongoing with a view to identifying other accomplices, tracing additional proceeds and ensuring the prosecution of all persons found culpable.

The Inspector-General of Police, IGP Olatunji Rilwan Disu psc(+), npm, reiterates the commitment of the Nigeria Police Force to protecting the nation’s critical digital infrastructure and combating cybercrime in all its forms.

‘Good servant’ – US bids farewell to Air Force One jet

Officials at the White House on Thursday bade farewell to a jet that has carried US presidents around the world for 35 years.

This is as the administration of President Donald Trump prepares to replace it with a Boeing 747 donated by Qatar to serve as Air Force One.

White House Communications Director, Steven Cheung, and White House Deputy Chief of Staff, Dan Scavino, posted photos of one of the highly customized, heavily fortified Boeing 747-200B jumbo jets that are called Air Force One when carrying the US President.

“Well done, good and faithful servant. The Last Ride,” Cheung wrote on X.

Recall that the Air Force announced last month that the Qatari jet had completed modification and flight testing.

According to The Washington Post, the Presidential Airlift Group will select the appropriate aircraft for each mission based on operational requirements.

“We coordinated closely with appropriate government entities to ensure all functional mission requirements were strictly met for transporting the President,” the Presidential Airlift Group said.

  • DSS opposes foreign funding of Nigeria’s security operations

DSS opposes foreign funding of Nigeria’s security operations

The Department of State Services, DSS, has opposed the funding of Nigeria’s security operations by foreign entities, warning that such arrangements could threaten national sovereignty, operational secrecy, and institutional independence.

The position was presented during a public hearing held in Abuja by the House of Representatives Committee on National Security and Intelligence on two proposed bills seeking to establish a DSS Security Trust Fund and a Strategic Intelligence Management Institute.

The representative of the DSS, Emmanuel Daubry, expressed support for the Security Trust Fund Bill, noting that it would provide sustainable funding for intelligence gathering, counterterrorism operations, personnel training, and the acquisition of modern security equipment.

He explained that the fund would also ensure the rapid availability of resources during emergencies such as terrorism attacks, civil unrest, and other security crises.

However, the DSS recommended clearer funding provisions and changes to the proposed governing board.

The agency specifically rejected foreign contributions to the trust fund, arguing that external funding could create obligations that may expose sensitive intelligence operations, procurement processes, and deployment strategies.

Daubry further warned that “foreign donors could influence domestic security priorities in ways that may not align with Nigeria’s unique security challenges, including insurgency, banditry, and kidnapping”.

On the proposed Strategic Intelligence Management Institute, the DSS cautioned that its functions could overlap with those of existing institutions.

The agency suggested that the institute’s mandate should be limited to external intelligence, foreign intelligence operations, and international intelligence cooperation to avoid duplication.

The DSS also proposed amendments to relevant sections of the bill and called for revisions to its explanatory memorandum to reflect the recommended changes.

Despite criminals sophistication, police not overwhelmed – DIG

The Deputy Inspector-General of Police in charge of the Force Intelligence Department (FID), Zachariah Fera Achinyan, has expressed confidence in the ability of the Nigeria Police Force to contain criminal activities across the country, insisting that security threats will not overpower the force despite existing operational challenges.

Achinyan spoke at a stakeholders’ engagement and consultative meeting held at the Bauchi State Police Command Headquarters during a security assessment tour of the North-East.

According to him, while the police continue to face logistical and operational constraints, officers remain committed to protecting lives and property and have the professional capacity to respond to evolving security threats.

He stated that criminals have become more sophisticated, particularly with the rise of cyber-related offences, but maintained that the force is adapting its strategies to meet emerging challenges.

The DIG, however, said lasting success in the fight against crime would depend largely on the cooperation of citizens, traditional institutions, religious leaders and community groups.

“Security cannot be achieved by the police alone. Communities must work with law enforcement agencies through information sharing and active participation in crime prevention efforts,” he said.

Achinyan explained that his visit to Bauchi was part of a directive by the Inspector-General of Police, IGP Olatunji Rilwan Disu, to engage stakeholders across the North-East, assess security concerns and strengthen collaboration between the police and the public.

He also emphasized the need for officers to remain professional and operate within the confines of the law, noting that public trust remains critical to effective policing.

Earlier, the Commissioner of Police in Bauchi State, CP Sani-Omolori Aliyu, highlighted some of the challenges facing the command, including inadequate operational vehicles, shortage of arms and ammunition, insufficient surveillance equipment and limited mobility in difficult terrains.

Despite these constraints, he said the command had recorded notable successes in recent months through intelligence-led operations and support from other security agencies.

Aliyu disclosed that police operatives investigated 294 suspects for various offences within the last six months and secured 28 convictions during the period.

He added that security personnel recovered several firearms, vehicles and motorcycles linked to criminal activities, while 29 kidnapped victims were rescued during operations conducted in different parts of the state.

The police commissioner identified banditry, kidnapping, cattle rustling, armed robbery and youth-related violence as the major security threats confronting Bauchi State, calling for increased government investment in security infrastructure and equipment.

Stakeholders at the meeting commended the efforts of security agencies and pledged continued support towards improving security across the state.

Clear drainages, heed flood warnings as rains intensify ‐ NEMA warns communities

With the rainy season intensifying and flood risks mounting nationwide, the National Emergency Management Agency (NEMA) has urged communities to clear drainage channels, stop dumping waste in waterways, relocate from flood-prone areas, and heed early warning advisories to prevent avoidable disasters.

Director General of NEMA, Mr Zubaida Umar, gave the advice in Yobe State.

She said the 2026 Seasonal Climate Prediction and Annual Flood Outlook indicate heightened flood risks across Nigeria, including parts of Yobe that have historically suffered displacement, farmland loss, and infrastructure damage.

“Communities are encouraged to clear drainage channels, avoid indiscriminate dumping of waste in waterways, relocate from highly flood-prone locations where necessary, and strictly heed early warning advisories,” Mrs Umar said.

The NEMA DG also called on parents to keep children away from flood waters and erosion-prone areas during heavy rainfall.

“I also call on traditional rulers, religious leaders, youth groups, and community volunteers to support awareness creation and mobilization efforts aimed at strengthening community preparedness and resilience against flooding and other hazards”, she called.

  • IPOB Reaffirms Kanu’s Supreme Authority, Insists Edoziem-Led Leadership Dissolved

IPOB Reaffirms Kanu’s Supreme Authority, Insists Edoziem-Led Leadership Dissolved

The Indigenous People of Biafra (IPOB) has declared that all actions taken by the dissolved third administration of its Directorate of State (DOS), led by Chika Edoziem, are illegal, null and void, while reaffirming that its leader, Mazi Nnamdi Kanu, remains the only person empowered to appoint or remove principal officers of the separatist movement.

A statement issued by IPOB’s Media and Publicity Secretary, Emma Powerful on Friday said Kanu had exercised powers conferred on him by the IPOB Code of Conduct to dissolve the third DOS administration and inaugurate a fourth administration headed by United States-based Mazi Chris Nwaọgụ.

According to the statement, the decision was “lawful, final, binding, and immediately effective upon its announcement.”

The statement followed Edoziem’s rejection of the dissolution insisting he remains the head of the group. IPOB warned against dealing with him insisting any action taken by the dissolved leadership lacks legal backing within the organisation.

IPOB condemned “Chika Edoziem and certain members of his dissolved administration” purportedly for issuing a “statement suspending the Office of the Supreme Leader and the Director of Radio Biafra.”

It said, “Such action is not merely irregular; it is illegal, unconstitutional, null, void, and of no effect whatsoever. No person can derive authority from an office that has already ceased to exist,” the statement read.

IPOB cited its Code of Conduct to support its position, arguing that the authority to appoint, suspend or dismiss principal officers is vested solely in Kanu.

Quoting Section II, Subsection A of the Code, the group stated: “The power to appoint, suspend or dismiss erring Principal officers vest exclusively on the leader of the Indigenous People of Biafra (IPOB) Onyendu Mazi Nnamdi Kanu except and to the extent he clearly and expressly delegates that power to any other principal officer.”
It added that the provision leaves no room for interpretation.
“The language of the Code is clear, mandatory, and admits no ambiguity. The authority to appoint, suspend, dismiss, or dissolve principal officers and administrative structures resides exclusively in the Office of the Supreme Leader. No Coordinator, Principal Officer, Directorate, Committee, or collective body possesses any constitutional authority to suspend, remove, or overrule the Supreme Leader.”
The organisation described the alleged suspension of Kanu’s office as “a legal impossibility within the framework of IPOB’s governing laws.”
The statement further accused Edoziem and members of the dissolved administration of serious violations of the movement’s constitution, including gross insubordination, constitutional misconduct, abuse of office, attempted usurpation of powers, sabotage of the command-and-control structure and conduct capable of undermining organisational discipline.
“Rather than accept a lawful dissolution and hand over responsibilities in accordance with established procedures, these individuals chose the path of rebellion against the very authority from which they previously derived their legitimacy. No organisation can survive if those removed from office are permitted to sit in judgment over the authority that appointed them,” IPOB said.
The group stressed that the third DOS administration no longer exists and warned members across the world against recognising directives issued by the former leadership.
“The 3rd Administration of the Directorate of State no longer exists. Its tenure has been terminated by lawful authority and its powers extinguished. Consequently, any directive, instruction, statement, appointment, suspension, or administrative action purportedly issued by Chika Edoziem or any member of the dissolved administration after its dissolution is null, void, and incapable of creating any legal or organisational consequence within IPOB.”
It therefore advised members “to disregard all such communications.”
IPOB also appealed to journalists and media organisations to verify the authenticity of statements attributed to the group, insisting that only communications issued through recognised channels represent its official position.
“The media is urged to exercise caution and responsibility when reporting on matters concerning IPOB. Statements originating from individuals who no longer hold recognised authority within the movement should not be presented as official IPOB positions.

“Authentic IPOB communications are disseminated only through duly authorised channels and officially endorsed by the recognised leadership of the movement.”
Reaffirming support for the newly inaugurated fourth DOS administration under Chris Nwaọgụ, the group called on its members to remain united behind Kanu.
“The 4th Administration of the Directorate of State under Mazi Chris Nwaọgụ remains fully constituted, operational, and accountable to the Supreme Leader, Onyendu Mazi Nnamdi Kanu. We call upon all genuine IPOB family members worldwide to remain calm, focused, disciplined, and unwavering in their commitment to the restoration of Biafra.”
The organisation warned that any member or group found undermining what it described as Kanu’s lawful authority or violating the IPOB Code of Conduct would face disciplinary sanctions.
“Any individual or group that persists in defying the lawful authority of the Supreme Leader, undermining the command-and-control structure of IPOB, or acting contrary to the Code of Conduct shall face severe disciplinary measures, including suspension, removal from office, and expulsion from the movement.

“The era of indiscipline, constitutional recklessness, and unauthorised power-grabbing within IPOB is over. The authority of the Supreme Leader remains supreme, unquestionable, and binding on all members,” the group added.
