    Jigawa Assembly uncovers gaps in state, LG spending

    The Jigawa State House of Assembly has adopted the report of its Public Accounts Committee (PAC), which uncovered gaps in the management of state and local government expenditures between 2019 and 2024.

    The report was adopted during plenary presided over by the Speaker, Rt. Hon. Haruna Aliyu Dangyatin.

    Chairman of PAC and Deputy Speaker, Hon. Sani Isyaku Abubakar, presented the findings in line with Sections 125 and 128 of the 1999 Constitution.

    He said the committee’s review of reports submitted by the State Auditor-General and the Auditor-General for Local Governments revealed several irregularities in public spending over the five-year period.

    According to him, the committee identified alleged overpayments, unaccounted expenditures, non-compliance with procurement laws, poor record keeping, as well as fictitious and unauthorised payments.

    The report also highlighted inadequate storage facilities for official records and lack of training for some public finance officers, particularly at the local government level.

    To address the lapses, the committee recommended the recovery of diverted and unaccounted funds through due process, with such monies returned to the public treasury. It also called for sanctions and disciplinary measures against anyone found culpable.

    The PAC further advised regular capacity-building and retraining for accounting personnel, especially in local councils, alongside the provision of fireproof storage facilities for proper record management.

    It also recommended incentives for staff who demonstrate professionalism and sound accounting practices to promote transparency and accountability in public finance management.

    After extensive deliberations, lawmakers unanimously adopted the report.

    2027: Ohanaeze Youths Warn Against Igbo Intimidation In Lagos

    The National President of the Ohanaeze Youth Council (OYC), Igboayaka O. Igboayaka, has strongly warned against any attempt to intimidate voters in Lagos State ahead of the 2027 general elections, particularly in areas with large Igbo populations.

    Speaking during an interview with THE WHISTLER, Igboayaka said the group would resist any form of voter suppression, stressing that Igbos residing in Lagos are determined to freely exercise their constitutional rights without fear.

    “We are going to vote. There is nobody born on earth that can intimidate an Igbo man. There is nobody born by a woman who can intimidate an Igbo man in a polling unit,” he said, adding that the group has adopted a stance it described as “Egwu Suru Gede” as its code for the 2027 elections.

    The OYC leader referenced experiences from the 2023 general elections, where there were reports of voter intimidation in parts of Lagos, especially in Igbo-dominated areas. Despite those challenges, he maintained that the outcome in the state demonstrated the resolve of voters.

    “They tried that in 2023, and you saw what happened in Lagos. Peter Obi won massively,” he said.

    Igboayaka further warned that any individual or group planning to deploy violence or intimidation in future elections should reconsider, insisting that affected communities would not back down.

    “We are going to follow them eye for eye and tooth for tooth,” he stated.

    He, however, encouraged political actors across party lines to focus on mobilisation and persuasion rather than coercion, urging supporters of both former Anambra State governor Peter Obi and President Bola Tinubu to canvass votes peacefully.

    “They should mobilise and convince people to vote for Bola Ahmed Tinubu, while the people who believe in Obi should also mobilise and vote for Peter Obi. At the polling unit, we know who is right and who is the strongest.

    “That is the simple truth. But for anybody thinking that he will use intimidation or violence to scare the Igbos away, that person should get prepared. That person should get prepared because we have said it is Egwu Suru Gede,” he added.

    The remarks come amid ongoing conversations about voter protection, electoral integrity, and ethnic tensions in Nigeria’s political landscape as stakeholders begin early positioning for the 2027 polls.

    THE WHISTLER reports that in a viral video shared on X (formerly Twitter) in 2023, the former Chairman of the Lagos State Parks Management Committee, Musiliu Akinsanya, popularly known as MC Oluomo, threatened at a gathering that Igbo voters in the state should stay away from polling units if they would not vote for the All Progressives Congress (APC).

    Similarly, the current spokesman to President Tinubu, and former campaign spokesperson, Bayo Onanuga, warned the Igbo against interfering in Lagos politics.

    “Let 2023 be the last time of Igbo interference in Lagos politics. Let there be no repeat in 2027. Lagos is like Anambra, Imo, any Nigerian state. It is not No Man’s Land, not Federal Capital Territory. It is Yoruba land. Mind your business,” he wrote on X.

    US Embassy launches public-private partnership with Ilorin Innovation Hub

    The United States Embassy in Abuja on Thursday announced the signing of a three-year Memorandum of Understanding (MOU) with the Ilorin Innovation Hub, marking the embassy’s first public-private partnership outside its American Spaces Network.

    The collaboration will expand US engagement in Kwara State’s growing technology sector and deliver programming focused on artificial intelligence (AI), STEM education, and professional development.

    Speaking at the signing ceremony, US Embassy Public Diplomacy Counselor Lee McManis described the agreement as “an important milestone” that advances innovation-driven trade and investment opportunities between the United States and Nigeria.

    He added that Kwara State is developing as a tech innovation center, and American companies are already seeking opportunities to compete and collaborate in this growing market.

    Through this MOU, the US Embassy and Ilorin Innovation Hub will deliver programs that highlight American leadership in technology and innovation, provide business English and STEM training, and equip Nigerian professionals with skills aligned to US industry needs.

    The initiative reflects a shared commitment to fostering innovation, education, and economic growth. “This [MOU] reflects our shared belief that innovation, education, and opportunity are the foundations of a safer, stronger, and more prosperous future for both our countries,” the Public Diplomacy Counselor noted.

    Cybersecurity: Nigerian Govt moves to curb cyber attacks

    The Federal Government has initiated renewed efforts to enhance Nigeria’s cyber defenses.

    The government is introducing plans to collaborate with private sector operators and industry stakeholders to establish a National Cybersecurity Coordination Council, which aims to safeguard the nation’s rapidly expanding digital economy from emerging cyber threats.

    This initiative was revealed by the Minister of Communications, Innovation and Digital Economy, Dr. Bosun Tijani, in Abuja on Wednesday.

    The minister stated that the effort is part of a larger strategy to improve collaboration, intelligence sharing and coordinated responses to cyber incidents impacting both public and private entities.

    He emphasized that cybersecurity incidents present risks to customers and disrupt operations across significant private institutions, public systems, and Nigeria’s service industry.

    Tijani remarked that contemporary cyber risks necessitate collective defense models instead of isolated institutional responses.

    The proposed Cybersecurity Coordination Council is anticipated to include participation from a diverse array of stakeholders, such as chief information security officers from major sectors, recognized cybersecurity professional associations, and the Nigerian Computer Society.

    The council will also concentrate on sector-wide cyber defense protocols that align with national cybersecurity strategies, capacity-building programs to enhance Nigeria’s cybersecurity workforce, and operational coordination frameworks for incident response, recovery, and cyber risk management.

    To initiate the consultative process, the minister instructed key government agencies, the National Information Technology Development Agency, the Nigerian Communications Commission, Galaxy Backbone Limited, and the Nigeria Data Protection Commission, to collaboratively facilitate the creation of a technical coordination secretariat and develop initial terms of reference to guide stakeholder engagement.

    The secretariat will be domiciled within NITDA and operate under the strategic coordination of the minister’s office to ensure alignment with national cybersecurity priorities and cross-sector collaboration objectives.

    Tijani said, “There’s evidence to back that the stronger your digital economy becomes, the more cyber attacks you’re going to witness. It’s given.

    “So most of what we’re experiencing in the country today is not by accident. I know people are looking at it and thinking it’s because we’re not prepared.

    “Of course, we need to do more work to prepare ourselves. But the reality is, the stronger your digital economy gets, the more cyber attack you’re going to experience as a country. So it’s actually a good thing that this is happening.

    “The amount of cyber attacks that Nigeria is now reporting on a weekly basis is 4,200.

    “The more we connect our countries, the more we open ourselves up to attack. The more we digitize our society, the more we open up that society to attack.

    “And I think it’s the responsibility of those of us that are responsible for supervising, but also running this sector, to try and find a solution to it.

    “And that solution is not going to be a largely militarized approach. There’s no country that gets proper cyber attack management from just an individual. It has to be a collaboration.

    “I think the attacks will come. The question is whether Nigeria is prepared to respond with organized, coordinated national resilience.

    “So not only should we be organizing ourselves and coordinating ourselves to be able to defend ourselves, but we also have to think into the future.

    “So what can we do to limit these attacks, to be ready for them? As you can imagine, that’s not a question that just governments can answer. It’s not a question that even just the minister can answer. And for being sincere with ourselves, I think there’s only a few countries where there’s active war going on in terms of cyber attack, where we find government to be the best at being able to deal with this.”

    Speaking on the importance council, the Director General of the National Information Technology Development Agency, NITDA, Dr. Kashifu Inuwa Abdullahi, said, “There will never be a more perfect time to have this council than now, because cyber security in the age of AI is a different animal.

    “The AI is changing the game and elevating the threat landscape the more we integrate AI into our lives, the more we need to change the way we look at the cyber security.

    “There are two fundamental issues we need to think about, because the attack today, it could be attack on AI, or attack by AI, as we identify our operation today, we have AI agents doing a lot in our organizations.

    “So imagine having a jump break into an AI, someone taking over to the AI, the kind of damage you can cause into your organization, and when it comes to attack by AI, also, everything is changing.

    “today. We are experiencing a zero click phishing attack. We have aI generated malware that is becoming smarter and polymorphic, which is very difficult to even identify, and it can cause damage within in the speed of light and ransomware.

    “today we have aI automated ransomware, AI system that will take your system even negotiate the ransom. We are also having a sophisticated AI social engineering, and the the defect that we can hardly detect.”

    DSS Arraigns El-Rufai Over Alleged Wiretapping Of NSA

    The Department of State Services has arraigned former Kaduna State Governor Nasir El-Rufai before the Federal High Court in Abuja on Wednesday on a three-count charge of unlawfully intercepting the telephone communications of National Security Adviser Nuhu Ribadu, in a case that has been months in the making.

    The arraignment, which took place today April 23, was rescheduled from February 25 after the DSS failed to produce El-Rufai in court on the earlier date.

    The former governor had been in the custody of the Independent Corrupt Practices and Other Related Offences Commission at the time, following his earlier detention by the Economic and Financial Crimes Commission over separate money laundering allegations.

    Justice Joyce Abdulmalik of the Federal High Court subsequently fixed today’s date for the arraignment.

    The charges, filed under case number FHC/ABJ/CR/99/2026, stem from remarks El-Rufai made during a live appearance on Arise TV’s Prime Time programme on February 13, 2026.

    During the interview, El-Rufai claimed that he and unnamed associates had listened to conversations from Ribadu’s phone after it had been tapped by a third party.

    He also claimed to have heard the NSA directing security operatives to detain him, linking the alleged directive to an attempted arrest he said DSS operatives made at Nnamdi Azikiwe International Airport on February 12 upon his return from Cairo.

    Although El-Rufai acknowledged that such surveillance is unlawful, he suggested it was not an uncommon practice.

    The DSS moved swiftly after the broadcast. In the three-count charge, the secret police accused El-Rufai of admitting on television that he and his associates unlawfully intercepted the NSA’s phone communications, contrary to Section 12(1) of the Cybercrimes (Prohibition, Prevention, etc.) Amendment Act 2024.

    The second count alleges that he stated during the same interview that he knew and associated with an individual who carried out the interception without reporting the person to relevant security agencies, an offence under Section 27(b) of the same Act.

    The third count accuses him and others still at large of using technical equipment to compromise public safety and national security in violation of Section 131(2) of the Nigerian Communications Act 2003.

    El-Rufai has pushed back vigorously against the charges. His legal team filed a motion listing 17 grounds on which the charge should be quashed, arguing among other things that the DSS lacked the authority to treat a remark made on television as a legal confession.

    His lead counsel Oluwole Iyamu argued that for a statement to qualify as a confession in law, it must be made under caution, voluntarily, and in circumstances that satisfy the Judges’ Rules conditions he said were not met.

    El-Rufai separately filed a one billion naira suit against the ICPC over what he described as an illegal search of his residence.

    On March 24, he and one Joel Adoga were also arraigned by the ICPC on separate charges of fraud and money laundering, to which they pleaded not guilty.

    Africa Faces 86M Tonne Fuel Shortfall By 2040 Amid Crises

    Africa is heading toward an 86m tonne fuel shortfall by 2040, and the ongoing war involving Iran has laid bare how dangerously exposed the continent is to disruptions at global shipping chokepoints, according to a new report by the Africa Finance Corporation launched in Nairobi on Thursday.

    The AFC said Africa currently imports over 70 percent of its refined fuel, alongside roughly $230bn worth of essential goods annually, including food, plastics, steel, and fertiliser.

    The continent’s dependence on fuel imports is projected to climb steadily from 74m tonnes in 2023 to 86m tonnes by 2040, a volume equivalent to nearly three Dangote refineries, the largest on the continent.

    Speaking at the report’s launch, AFC Chief Economist Rita Babihuga-Nsanze said the crisis in the Middle East had made the consequences of this dependence impossible to ignore.

    The effective shutdown of the Strait of Hormuz, through which a fifth of global fuel transport passes, has left import-dependent countries in East Africa facing critical shortages.

    She noted that the strait is not the only chokepoint posing a threat to the continent’s supply lines.

    The war has also triggered a fertiliser crisis across Africa, given that a significant share of the continent’s fertiliser supply originates from the Gulf.

    Babihuga-Nsanze described this as another vulnerability the crisis had brought sharply into focus, pointing out a striking contradiction at the heart of Africa’s situation, while the continent holds 80 percent of the world’s phosphate reserves, a primary fertiliser source, it produces only 20 percent of global supply.

    She said this gap represents a significant opportunity for Africa to reduce its external dependence and step into a role it is naturally positioned to fill.

    The report called for the development of new energy hubs and better utilisation of existing assets to close the shortfall.

    Babihuga-Nsanze cited Zambian dams ill-equipped to handle shifting drought conditions and two gigawatts of Angolan hydropower that remains disconnected from the regional grid and effectively wasted as examples of the inefficiencies holding Africa back.

    Niger: Gov Bago directs six commissioners to oversee vacant ministries

    Governor of Niger State, Umar Bago, has directed six commissioners to oversee additional ministries following the resignation of some cabinet members to contest the 2027 general elections.

    The directive is contained in a statement issued by his Chief Press Secretary, Mr Bologi Ibrahim, on Thursday in Minna.

    According to the governor, the Commissioner for Local Government and Chieftaincy Affairs, Alhaji Muazu Hamidu Jantabo, will oversee the Ministry of Rural Development.

    Also, Alhaji Mustapha Ndajiwo, the Commissioner for Budget and Planning, would supervise the Ministry of Special Duties.

    Bago further stated that the Commissioner for Investment, Alhaji Aminu Suleman Takuma, has been assigned to oversee the Ministry of Commerce, Industry and Cooperatives.

    Similarly, the Commissioner for Youth and Social Development, Mr Jacob Baba Isa, is to supervise the Ministry of Sports Development.

    The governor also directed the Commissioner for Technical and Vocational Education, Alhaji Abdullahi Adamu Katcha, to oversee the Ministry of Tertiary Education.

    In the same vein, the Commissioner for Women Affairs, Hajiya Hadiza Idris Kuta, will supervise the Ministry of Arts and Culture.

    Umaru-Bago urged the commissioners to view the additional responsibilities as an opportunity to enhance service delivery.

    He expressed optimism that members of the State Executive Council would continue to work collaboratively to ensure seamless governance.

    The News Agency of Nigeria (NAN) reports that the governor had earlier directed all political appointees seeking elective positions to resign.

    Six out of the 30 commissioners subsequently resigned to pursue elective offices ahead of the 2027 general elections.

    Palm Sunday attack: Plateau Govt arraigns suspects amid tight security

    There was a heavy security presence on Thursday at the Plateau State High Court in Jos as the state government arraigned four suspects linked to the deadly Palm Sunday attack on Angwan Rukuba community in Jos North Local Government Area.

    The suspects, who were arrested by the Department of State Services, DSS, between April 3 and April 10, 2026, were brought before the court under tight security arrangements aimed at preventing any breakdown of law and order.

    Court proceedings began after the defendants arrived at the Plateau State High Court of Justice at about 9:20 a.m., with security operatives stationed within and around the premises.

    The Plateau State Government filed charges bordering on criminal conspiracy and terrorism-related offences
    against the accused persons in connection with the attack.

    Those arraigned include Isa Umar Ibrahim, Auwalu Abubakar (also known as Auwalu Dogo), and Musa Abubakar Ibrahim, also identified as Yaroro, alongside one other defendant.
