    Yobe police warn operatives against unethical behaviours

    The Commissioner of Police, Yobe State Command, Usman Kanfani Jibrin, has warned operatives against indulging in unethical behaviours such as extortion and corrupt practices while discharging their duties. 

    The CP handed down the warning at an emergency meeting with the Command’s Management Team, Area Commanders, Divisional Police Officers (DPOs), and other senior officers at the State Command Headquarters, Damaturu.

    According to a statement released today by the Command’s Public Relations Officer, SP Dungus Abdulkarim, the CP warned that supervisory officers would be held accountable for any professional misconduct committed by personnel under their areas of responsibilities.

    He directed DPOs to take full responsibility for activities within their divisions by ensuring effective supervision, proper mentoring of personnel on weapon handling, adherence to human rights principles, civility, and the promotion of community policing.

    “Furthermore, the CP warned officers against involvement in civil matters beyond the constitutional mandate of the Police and directed them to maintain professionalism at all times. 

    “He charged DPOs to intensify raids on criminal hideouts, ensure visibility policing, and sustain round-the-clock patrols within their Areas of Responsibility without prejudice to law-abiding members of the public,” the statement noted.

    The Police Commissioner in the statement assured officers and men of the Command of the unwavering commitment of the Inspector-General of Police, IGP Olatunji Rilwan Disu, to personnel welfare, improved working conditions, capacity building, and professional policing standards in line with the renewed hope policing agenda. 

    He urged them to remain dedicated, disciplined, and committed to the discharge of their constitutional responsibilities.

    The CP also called on members of the public to continue cooperating with the police in maintaining peace, security, and public safety across the State, while reiterating the command’s unwavering commitment to the protection of lives and property.

    Court Jails Buhari’s Minister 75 yrs Over N33.8bn Power Fraud

     

    Justice James Omotosho of the Federal High Abuja has sentenced former Minister of Power under Buhari administration, Saleh Mamman, to 75 years in prison for stealing public funds totalling about N33.8 billion.

    Delivering judgment today in a case filed against Maaman by the Economic and Financial Crimes Commission EFCC, the court convicted and sentenced him on all 12 counts of fraud and money laundering charges preferred against him by the commission.

    Whereas he was handed seven years each on 10 counts of the charge, the court jailed him for three years and two years on counts four and five of the charge.

    Justice Omotosho held that the sentence should run consecutively without the option of fine except on count four which he allowed the payment of N10 million fine.

    Furthermore, the court ordered the forfeiture of various foreign currencies that were recovered from the convict, as well as four choice property in Abuja that were traced to him.

    It will be recalled that the court had on May 7, convicted the former minister in absentia. Justice Omotosho said he was satisfied that the anti-graft agency had successfully established the former Minister’s culpability beyond reasonable doubt.

    He convicted him on all grounds of the charge marked FHC/ABJ/CR/273/2024. The court found that he made a cash payment of $655,700 (equivalent to N200 million) for landed property in Abuja, without recourse to a financial institution.

    He was also found guilty of criminal breach of trust in relation to funds released by the federal government for the Mambilla and Zungeru Hydroelectric Power Plant projects.

    The court noted that most of the funds were siphoned through Bureau de Change operators (BDCs), who converted the money into foreign currencies and handed it over to the defendant.

    Dangote Signs 10-Year Rice Deal With Niger State

    Dangote Industries Limited has partnered with the Niger State Government on a series of initiatives aimed at boosting industrialisation, food production and economic growth in the state.

    The development was disclosed by the company’s Group Chief Branding and Communication Officer, Anthony Chiejina.

    According to the statement, the partnership includes investments in agriculture, manufacturing and trade promotion.

    As part of the collaboration, Dangote Rice Limited signed a Memorandum of Understanding with the Niger State Government for the supply of paddy rice over a 10-year period.

    Under the agreement, the company committed to a guaranteed off-take of one million metric tonnes of paddy rice to be supplied by Niger Foods in a move aimed at strengthening food sufficiency in Nigeria.

    The Regional Director and Senior Adviser to the President and Chief Executive of Dangote Group, Fatima Wali-Abdurrahman, as saying that construction work on the company’s rice mill in Niger State was progressing steadily.

    She explained that the 32-metric-tonnes-per-hour Dangote Rice Mill, located on a 30-hectare site in Wushishi, was on course for completion.

    According to her, the project is expected to support the state’s food security drive, improve local rice production, create jobs and contribute to agricultural development in the country.

    Wali-Abdurrahman also noted that several strategic business units of the Dangote Group were participating in the 22nd edition of the Niger Trade Fair.

    The participating subsidiaries include Dangote Cement Plc, NASCON Allied Industries Plc, Dangote Sugar Refinery Plc and Dangote Fertiliser Limited.

    She added that a special desk had been created at the fair to attend to inquiries relating to the Dangote Refinery, the company’s Vision 2030 agenda and other operations.

    Dangote Group is also the major sponsor of the 2026 Niger National Trade Fair scheduled to begin on May 14 with the theme, “Public Private Partnership as the Panacea for Nigeria Economic Growth and Stability.”

    The Director-General of the Niger Chamber of Commerce, Industry, Mines and Agriculture, Adamu Salihu, said the trade fair is expected to attract about 300 exhibitors, including investors, policymakers and business leaders from across the country.

    Salihu described Dangote Group as a key driver of industrialisation in Nigeria and Africa, noting that the company’s consistent participation in the annual trade fair had helped sustain the event over the years.

    He urged Nigerian businesses to emulate the company’s investment approach by committing resources to local industrial development and economic growth.

    Meanwhile, the Chairman of Niger Foods, Sammy Adigun, said the partnership would require the development of 25,000 hectares of commercial rice farms in the state.

    He added that the 10-year initiative is expected to generate about 50,000 direct jobs.

    Justice James Omotosho of the Federal High Court in Abuja has sentenced former Minister of Power, Saleh Mamman, to 75 years imprisonment for money laundering and fraud involving N33.8bn in public funds.

    Justice Omotosho sentenced Mamman on each of the 12 counts and ordered that the sentences run consecutively without option of fine.

    He received seven years each on 10 counts, three years on count four, and two years on count five, amounting to a total of 75 years.

    The judge however allowed the payment of a N10m fine on count four.

    The court additionally ordered the forfeiture of foreign currencies recovered from the convict alongside four Abuja properties linked to him.

    Justice Omotosho directed all security agencies to work with Interpol to secure Mamman’s arrest, with the sentence taking effect from the date of his arrest.

    Mamman was absent during sentencing just as he had been during his conviction. His lawyer told the court he had lost contact with his client and could not reach him by phone.

    The Whistler had earlier reported that Justice Omotosho convicted Mamman in absentia on May 7 on all 12 counts, ruling that the EFCC established his culpability beyond reasonable doubt. The court found he paid $655,700, equivalent to N200m, for Abuja property in cash without going through a financial institution, with most of the diverted funds routed through Bureau de Change operators who converted them into foreign currencies.

    THE WHISTLER also reported that a second arrest warrant was issued against Mamman on May 11 by Justice Maryann Anenih of the FCT High Court, where he faces separate charges of conspiracy and obtaining by false pretence involving N31bn also linked to the Mambilla Power Project.

    Mamman, who served as Minister of Power under former President Muhammadu Buhari from 2019 to 2021, had recently purchased an APC governorship nomination form to contest the 2027 Taraba State governorship election before going into hiding after his conviction.

    “Rather than creating a legacy to tackle the epileptic power supply in the country, the defendant was living large at the expense of ordinary citizens. Little wonder that Nigerians have remained in darkness till today,” Justice Omotosho said.

     St.Kitts and Nevis modernises passport with new biometric programme

    Standfirst: Citizens of the Federation, including those resident in Nigeria, must complete biometric enrolment by 31 July 2027 to retain access to international travel on their passport.
    The Government of St. Kitts and Nevis has launched the National Biometric Enrolment and Passport Modernisation Programme, a federal initiative that brings the country’s travel document in line with the international standards already in use across the European Union, the United States, the United Kingdom, Canada, and Australia.
    The programme, jointly led by the Ministry of National Security and the St. Kitts and Nevis Citizenship Unit, requires every citizen of the Federation to complete a one-time biometric enrolment by 31 July 2027. 
    From 1 August 2027, passports that have not been upgraded will be deactivated and cannot be used for international travel until enrolment is completed.
    For the Federation’s Nigerian-resident citizens, the practical reality is straightforward. 
    Appointments at Government-designated collection centres opened on 1 May 2026, with Phase 1 locations in St. Kitts and a network of authorised service providers in key cities worldwide. 
    Phase 2 will extend the collection network further into the consular system, with additional locations to be announced.
    The biometric appointment itself takes between 15 and 30 minutes. Citizens provide fingerprints, a facial scan, and a digital signature, all of which are then embedded in the new biometric-enabled passport. 
    The Government has confirmed that the data is captured once and remains valid for the lifetime of the document, meaning there is no requirement to re-enrol at renewal. 
    For travellers familiar with the inconvenience of repeat biometric appointments under other national systems, this is a meaningful operational improvement.Programme fees are USD 2,500 for the first adult, USD 2,000 for a second adult in the same family, and USD 1,300 for children under 16. The fees are all-inclusive, covering both the biometric enrolment and the passport upgrade.
     Government disbursements are included in the headline figure, and there are no additional Government charges at the renewal stage.Importantly, the programme does not change the rights, status, or standing of any citizen of St. Kitts and Nevis. 

    The Government has been explicit on this point. The initiative is a modernisation of the travel document, not a review of citizenship.
    The data-protection framework is built around full Government control. 
    All biometric information is transmitted directly to secure systems owned and operated by the Government of St. Kitts and Nevis, with handling standards aligned to international principles including those derived from the EU General Data Protection Regulation. 
    The service providers supporting collection have no access to Government systems, cannot store data, and operate purely as administrative facilitators during the appointment itself.Enrolment must be facilitated by an Authorised Agent. 
    This is a Government requirement for the current phase, and citizens are advised to contact the Authorised Agent who handled their original application to begin the process. 
    For citizens whose original Authorised Agent is no longer available, the Citizenship Unit can be reached at biometrics@sknciu.com.
    The Government has urged citizens not to wait until the closing months of the enrolment window. Appointment availability is finite, and as the 31 July 2027 deadline approaches, preferred dates and locations will become harder to secure. Early booking is strongly recommended.
