    Kenyan High Court Blocks U.S. Ebola Quarantine Facility Agreement

    A Kenyan High Court has temporarily blocked the government from proceeding with an agreement that would allow the United States to establish an Ebola quarantine facility on Kenyan soil for Americans exposed to the virus during the ongoing outbreak in the Democratic Republic of Congo.

    Justice Patricia Nyaundi also stopped Kenyan authorities from admitting, transferring, receiving or facilitating the entry into Kenya of persons exposed to or infected with Ebola pursuant to the arrangement with the United States.

    The Katiba Institute, a civil society group focusing on constitutional matters, filed the court challenge criticising the deal for unfavourable terms, with the Law Society of Kenya also asking the government to reject the facility.

    “We will not sit back and watch Kenya be treated as a containment colony for a lethal pathogen that we did not generate. If it is too dangerous for America, it is too dangerous for Kenya,” one of the opposition groups said.

    The authorisation had granted the United States access to land at an air force base in Laikipia in central Kenya, about 125 miles north of Nairobi, where a 50-bed quarantine unit was set to become operational as of Friday, staffed by members of the U.S. Public Health Service.

    Kenya’s main doctors’ union and the Law Society of Kenya had argued the plan risked importing Ebola into a country that currently has no confirmed cases, while the Centers for Disease Control and Prevention (CDC) officials in the United States also strongly recommended against the arrangement.

    The agency’s acting director, Dr Jay Bhattacharya, reportedly advised against it, with some CDC officers described as furious and warning the plan would make recruiting and staffing for Ebola response activities harder.

    Kenya had been pushing for the facility to be open to all nationalities rather than exclusively to American citizens, and one American doctor infected with Ebola along with several others exposed to the virus had already been evacuated to Germany for treatment and monitoring, while another was sent to the Czech Republic.

    The facility arrangement forms part of a broader bilateral health agreement under which the United States will provide $1.6bn to Kenya between 2026 and 2030, a deal that represents a reduction of about $423m compared to previous U.S. funding levels over the same period.

    Nigerian military conducts command transition, reaffirms continuity in counter terrorism

    The Headquarters Joint Task Force, North East, Operation Hadin Kai, OPHK, said it has successfully conducted seamless change of command ceremonies across Sectors 1, 2, and 3 of the Theatre, reinforcing command continuity, operational stability, and sustained momentum in ongoing counter-terrorism operations in the North East region. 

    A statement signed by Lieutenant Colonel Sani Uba, Media Information Officer, Headquarters Joint Task Force (North East) Operation, Hadin Kai, said that in Sector 1, the General Officer Commanding 7 Division Nigerian Army and Commander Sector 1 Joint Task Force North East Operation HADIN KAI, Brigadier General Ugochukwu Unachukwu, formally handed over command to Brigadier General Solomon Diwa, during a ceremony held at Headquarters 7 Division, Maimalari Cantonment, Maiduguri. 

    “The event marked the end of a successful tenure characterised by operational progress and consolidation of gains within the Division’s Area of Responsibility,” the statement added.

    In his valedictory remarks, Brigadier General Unachukwu described his tenure as challenging yet rewarding, noting that the Division is being handed over in a more stable condition. 

    He commended brigade and field commanders for their dedication and urged personnel to sustain operational momentum, emphasising that command transition must not affect the commitment to duty. 

    He further appreciated the support of all personnel and reaffirmed confidence in his successor.  

    In his assumption of command remarks, Brigadier General Diwa pledged to sustain and improve on the achievements recorded by his predecessor. 

    He assured troops of his commitment to operational effectiveness, innovation, and continuous improvement in line with the Chief of Army Staff’s Command Philosophy aimed at building a well-motivated and combat-ready force capable of joint and multi-agency operations.

    In Sector 2, located in Damaturu, Yobe State, Brigadier General Beyidi Martins formally handed over command to Brigadier General Edet Effiong in a ceremony conducted in line with established military traditions and protocols.  

    In his valedictory remarks, Brigadier General Martins expressed appreciation to officers and soldiers for their dedication, resilience, and professionalism throughout his tenure, which he noted was marked by notable operational achievements, improved troop morale, and strengthened civil-military cooperation within the Area of Responsibility. 

    He urged personnel to extend maximum cooperation to his successor to sustain ongoing operational gains.  In his assumption remarks, Brigadier General Effiong commended his predecessor for his exemplary leadership and pledged to consolidate on the achievements recorded while intensifying ongoing operations across the sector. 

    He emphasized professionalism, discipline, adaptability, and enhanced collaboration with local communities as key imperatives for addressing evolving security challenges.

    Similarly, in Sector 3, located in Monguno, Borno State, Brigadier General Shehu Ahmed formally assumed command from Major General Suleiman Tilawan in a colourful and dignified ceremony steeped in military tradition, which also marked the transition of command within the Multinational Joint Task Force, MNJTF, component of the sector. 

    The outgoing commander expressed deep appreciation to officers and soldiers for their unwavering support, loyalty, and sacrifices, attributing the operational successes recorded in the sector to teamwork and collective commitment. He urged troops to remain steadfast and fully support the incoming commander to sustain operational momentum.  

    Brigadier General Ahmed, in his remarks, paid glowing tribute to his predecessor and pledged to build on the solid foundation already established, with renewed emphasis on professionalism, discipline, operational efficiency, and troops’ welfare. 

    He assured that under his leadership, the sector would sustain offensive operations and strengthen efforts aimed at restoring lasting peace and stability. 

    Highlights of the various ceremonies included the signing of handing-over notes, symbolic transfer of command flags, presentation of souvenirs, operational briefings, visits to key locations, critical stakeholders and group photographs.

    The Nigeria Centre for Disease Control and Prevention, NCDC, has placed the Federal Capital Territory (FCT) and nine other states on heightened Ebola surveillance following the outbreak of the deadly Bundibugyo strain of the virus in parts of East and Central Africa.

    In a public health advisory issued to state Commissioners for Health, the agency warned that Nigeria remains at high risk of importing the virus due to increased regional transmission, cross-border movement, international travel, and porous borders.

    The advisory, dated May 27, 2026, identified Lagos, the FCT, Rivers, Kano, Enugu, Borno, Akwa Ibom, Cross River, Taraba, and Adamawa as high-risk areas because of their international airports, seaports, border corridors, and heavy human traffic.

    According to the NCDC, the current outbreak involving the Bundibugyo strain presents a major concern because there is presently no approved vaccine or targeted treatment for the variant.

    “The immediate objective of our national preparedness and readiness efforts is to ensure that every state and the FCT can reasonably detect, contain, and respond swiftly to any suspected case while protecting health workers and sustaining essential health services,” the agency stated.

    Although Nigeria has not recorded any confirmed Ebola case, the NCDC disclosed that a recent risk assessment conducted after the outbreak was declared a public health emergency of international concern indicated that the threat of importation into the country remains significant.

    The agency revealed that Uganda and the Democratic Republic of Congo had already recorded over 1,000 suspected cases and hundreds of deaths linked to the outbreak, with a fatality rate estimated at 24.6 per cent.

    The outbreak has also raised global concern, with reports of suspected cases emerging in India, while Canada reportedly imposed temporary restrictions on certain travel applications involving residents from Uganda, the DRC, and South Sudan.

    Uganda has equally introduced border control measures aimed at curbing the spread of the disease.

    Health authorities stressed that the Bundibugyo strain differs from the more common Zaire Ebola strain, which existing vaccines and antibody therapies primarily target.

    “The current Bundibugyo virus outbreak has no licensed vaccines or approved targeted therapeutics,” the advisory warned.

    The NCDC further cautioned healthcare workers against relying solely on visible bleeding as a sign of Ebola, noting that symptoms may initially resemble malaria, Lassa fever, or other common illnesses.

    “Health workers must not wait for bleeding before suspecting Ebola in any patient with compatible symptoms and relevant travel or exposure history,” the agency advised.

    As part of its emergency response strategy, the NCDC said the National Emergency Operations Centre had already been activated in alert mode to coordinate nationwide preparedness efforts.

    State governments were directed to activate emergency preparedness structures, strengthen surveillance at entry points, identify isolation centres, equip frontline health workers with personal protective equipment, and intensify public awareness campaigns to prevent panic and misinformation.

    Meanwhile, the Lagos State Government has assured residents that no confirmed or suspected Ebola case has been detected in the state.

    The Commissioner for Health, Prof. Akin Abayomi, said there was no cause for alarm, adding that Lagos remained on high alert due to its strategic position as Nigeria’s major entry point.

    According to him, the state’s bio-security and disease surveillance systems remain fully operational and capable of responding swiftly to any biological threat.

    “The Lagos Biosecurity Bio-shield was built to protect and remains ready to respond to biological shocks. Preparedness for us is not a temporary reaction; it is a permanent culture embedded within our health system,” Abayomi stated.

    He explained that the state’s preparedness system, first tested during the 2014 Ebola outbreak and later strengthened during the COVID-19 pandemic, remains active in managing recurring public health threats such as cholera, diphtheria, and Lassa fever.

    Nigeria’s latest Ebola alert has revived memories of the country’s successful containment of the virus during the 2014 outbreak after an infected Liberian-American traveller, Patrick Sawyer, arrived in Lagos and exposed several people before authorities intervened.

    At the time, public health experts feared a major outbreak in Lagos due to its dense population and commercial significance. However, swift contact tracing, isolation protocols, emergency coordination, and aggressive public awareness campaigns helped contain the virus within months.

    The World Health Organisation later described Nigeria’s response as one of Africa’s most successful Ebola containment efforts.

    Health authorities are now urging Nigerians to remain calm, avoid misinformation, maintain proper hygiene practices, and promptly report any suspected symptoms as surveillance and emergency preparedness measures intensify across the country.

    The Lagos State African Democratic Congress, ADC, governorship candidate, Gbadebo Rhodes-Vivour, has challenged the All Progressives Congress, APC, not to depend on violence if it claims to be doing well for Nigerians.

    Rhodes-Vivour threw this challenge while featuring in an interview on News Central Television.

    He said the long-standing dominance of the APC in Lagos was under increasing scrutiny.

    “If the APC government believes that they were doing well by the people, it will not depend on thugs, violence, and intimidation.

    “You have the level of insecurity that has come all the way to the Southwest. President Bola Tinubu has been very callous in his remarks.

    “That also plays back to the people in Lagos and the people who support his hegemony.

    “They have been part of the support structure for the mafia-type cartel that we call the APC in Lagos State, which has been ruining and stealing from our common wealth in ways that are unprecedented,” he said.
