    Court Bars Police, FRSC From Imposing Fines On Motorists Over 3rd Party Insurance

     

    Justice Hauwa Yilwa of a Federal High Court sitting in Abuja has issued an order restraining the Nigeria Police Force (NPF) and the Federal Road Safety Corps (FRSC) from imposing fines and penalties on motorists who breached the Third Party Motor Vehicle Insurance Act.

    Lawyer/Activist, Deji Adeyanju, filed the suit before the court.

    In a judgment delivered on Friday, April 23, the judge barred the police and the FRSC from imposing fines on defaulting motorists without a valid court order.

    Before delivering her judgement, Justice Yilwa dismissed a notice of preliminary objection brought by the police to “arrest the judgment”.

    When the matter was called, counsel to the police, Andrew Victor, brought a motion to challenge the court’s jurisdiction to entertain the suit. He argued that jurisdiction is vital in any case and can be brought at any time before judgment, adding that the police was not served with the court process.

    However, Justice Yilwa, in a bench ruling disagreed with the submission of the police counsel, maintaining that evidence of service is contained in the court’s record.

    The trial judge in her judgment held that the police and FRSC, who are 1st and 3rd respondents in the suit, although empowered to enforce the Third Party Motor Vehicle Insurance Act, however lack the powers to impose fines and penalties on any motorists in breach of the Act, without a valid court order.

    Iran’s foreign minister, Abbas Araqchi, is scheduled to visit Islamabad, Pakistan, a development that has sparked optimism for renewed discussions aimed at resolving the conflict in the Middle East.

    Araqchi will commence his journey on Friday, which will include stops in Islamabad, Muscat, and Moscow, according to Iranian state media.

    “The objective of this visit is to engage in bilateral consultations and to address current regional developments, as well as the latest circumstances surrounding the war imposed by the United States and the Israeli regime against Iran,” stated the state news agency IRNA.

    In the meantime, the Iranian ambassador has informed the BBC that the United States must lift its blockade on Iranian ports if negotiations are to proceed between the two nations.

    During an interview with BBC Radio 4’s World at One program, Ali Bahreini, the Iranian ambassador to the UN in Geneva, described the blockade as a “significant breach” of the ceasefire.

    He emphasized that they are not seeking negotiations merely to provide the “other side” with an opportunity to prepare for further aggression against Iran.

    He urged for a “realistic approach from the United States by acknowledging Iran’s rights and reasonable demands.”

    In a separate incident, Indonesia has once again condemned an Israeli assault in Lebanon that led to the death of a fourth Indonesian peacekeeper, as reported by the foreign ministry on Friday.

    The peacekeeper suffered critical injuries from an artillery shell fired by an Israeli tank on March 29, and the ministry announced on Friday that he has succumbed to his injuries. Three other Indonesian peacekeepers also lost their lives as a result of the attack.

    Indonesia has called on the UN to carry out a comprehensive, transparent, and accountable investigation into the fatalities of its peacekeepers.

    FCT residents hail President Tinubu over construction of satellite towns roads

    Residents of Kubwa in the Federal Capital Territory (FCT) have commended President Bola Ahmed Tinubu over the construction of roads, especially in the satellite towns by the Federal Capital Territory Administration, under the FCT Minister, Nyesom Wike.

    One of the residents, Prosper Onyenaucheya, who spoke during the minister’s inspection of the ongoing construction of Kubwa-Gbazango road, otherwise called Arab Road on Friday, praised the Federal Capital Territory Administration under the leadership of Wike, for prioritizing projects that directly impact communities.

    During the inspection, Wike expressed satisfaction with the pace and quality of work on the road projects, which include Karu township roads, Apo-Karshi road and Kubwa – Gbazango road, otherwise called Arab Road, noting that many of them will be commissioned during the third anniversary of President Tinubu’s administration.

    The Minister also reaffirmed the FCT Administration’s commitment to opening more roads across the FCT and making Abuja cleaner and more organized through sustained infrastructural development and urban renewal.

    Addressing the FCT Minister in Kubwa during the inspection, Prosper Onyenaucheya said; “You are doing a very wonderful work and the work is going fast.

    “We want to thank you for the speed of the light with which the work has been going on here. Thank you very much Mr Project. We have felt your presence.

    “The truth is that you have helped to promote the scorecards of our President. You are doing well. I know that Nigerians will miss this administration because of your work.”

    Fielding questions from journalists after the inspection, Wike assured that the Karu township roads will be among the projects to be inaugurated as part of the third anniversary of the President.

    He also commended Abdul Val Nigeria Ltd, the contractor handling the Karu Road, stretching from Karu Interchange to Customs Clinic Junction, saying; “You can see that the job is going on well. What impressed me so much is that it is being handled by a local contractor, and you can see the quality of work being done there.

    “The contractor has demonstrated that if they are given the opportunity, our local contractors can also complete with the foreign ones.”

    On the Kubwa – Gbazango road, the minister said with the assurance being given by the contractor, the road will also be among those to be commissioned in June, this year.

    Scientists Develop First Gene Therapy To Cure Genetic Deafness

    The United States Food and Drug Administration has approved a gene therapy that cures a rare form of genetic deafness, a medical breakthrough that scientists say could transform the lives of children born without the ability to hear and open the door to treatments for other forms of inherited hearing loss worldwide.

    The therapy, called Otarmeni, was developed by biotechnology company Regeneron and targets otoferlin-related hearing loss, a condition caused by variants in the OTOF gene that affects between 20 and 50 newborns in the United States each year.

    The condition occurs when the body fails to produce otoferlin, a critical protein in the inner ear responsible for transmitting sound signals to the brain. Without it, affected children are born profoundly deaf with no viable treatment options beyond hearing aids or cochlear implants, neither of which restores natural hearing.

    The approval was granted under the FDA’s new priority voucher programme, marking the introduction of the first gene therapy for genetic hearing loss to ever enter the market. In a move that has drawn widespread attention, Regeneron announced that Otarmeni will be made available completely free of charge to eligible patients in the United States, removing the financial barrier that has historically blocked access to gene therapies, which can cost millions of dollars per treatment.

    The approval came on the same day President Donald Trump announced he had completed drug pricing agreements with all 17 of the world’s largest pharmaceutical companies, securing commitments to sell medications to American patients at the lowest prices globally.

    Trump described the combined deals as the biggest cut in drug prices in the history of the country, with the Department of Health and Human Services confirming the agreements now cover 86 percent of branded pharmaceuticals. As part of its own deal with the administration, Regeneron committed to investing $27 billion to bring pharmaceutical production back to the United States.

    While the condition currently affects a relatively small number of newborns annually, medical experts say the approval carries significance far beyond those numbers. It validates gene therapy as a viable and scalable path to treating inherited hearing conditions and is expected to accelerate research into similar treatments for other forms of genetic deafness that affect far larger populations worldwide.

    For families in Nigeria and across Africa, where access to cochlear implants and specialist hearing care remains severely limited, the development represents a significant long term hope for children born with hereditary hearing loss.

    The Minister of the Federal Capital Territory (FCT), Nyesom Wike, has appointed Alhaji Onsachi Musa Idris as Senior Special Assistant on Procurement.

    Idris retired from the civil service on April 24, 2026.

    This is contained in a statement signed by G. Lere Olayinka, Senior Special Assistant on Public Communications and Social Media, and dated April 24, 2026.

    Before his retirement, he served as Director of Procurement at the Federal Capital Territory Administration, a position he assumed in July 2021.

    The statement released on Friday described Idris as “a seasoned public servant with over 30 years of experience in administration, finance, and public sector procurement management.”

    Idris previously rose to the position of Director of Common Services (Procurement) in August 2019. He was later redeployed to the Department of Procurement in July 2021 as Director of FCT Procurement.

    In that capacity, he handled key responsibilities, including supervising procurement processes and ensuring compliance with regulatory standards.

    Over the years, he developed extensive experience across major administrative and procurement functions, contributing to improved efficiency and service delivery within the system.

    The statement added that the appointment takes immediate effect.

    Political activist and a chieftain of the African Democratic Congress, ADC, Usman Austin Okai has cautioned supporters of former Vice President Atiku Abubakar and Peter Obi’s “Obidient” movement, warning that their ongoing media war is a dangerous distraction to the African Democratic Congress, ADC, coalition.

    In a statement he issued on Friday, Okai noted that the internal friction between both camps is threatening opposition unity and could jeopardize efforts to resolve the party’s leadership tussle currently before the courts.

    “We are at the Supreme Court, patiently praying and waiting for a favorable outcome that will return our party to us, yet the supporters of these two gladiators are engaged in a proxy media war,” Okai said.

    The activist specifically called on both Atiku Abubakar and Peter Obi to take charge of their followers.

    He urged the two leaders to be more decisive in defining a “mode of operation” for their supporters to ensure their energy is directed toward common goals rather than internal bickering.

    Okai said: “The ongoing media hostilities between these two camps are not just unnecessary; they are a direct threat to the ADC Coalition.

    “We cannot afford a house divided against itself while we are in the middle of a critical legal and political struggle.”

    He emphasized that the primary focus of the coalition should remain the judicial process aimed at “rescuing” the ADC.

    He warned that while supporters are busy attacking each other on social media, political opponents are watching and ready to take advantage of the cracks in the alliance.

    “What is important to us right now is the legal battle to secure the party’s mandate. Every distraction in the media gives our opponents the upper hand and weakens our collective stance,” he added.

    Okai further expressed concern that the toxic nature of the current media war would make post-primary reconciliation nearly impossible.

    He argued that the insults and divisions being sown today will create deep-seated bitterness that cannot be easily healed when the coalition eventually needs to present a united front for the general elections.

    “If we do not stop this now, the damage will be permanent. You cannot spend months destroying each other and then expect to hold hands once a candidate emerges. This media war must end for the sake of the ADC and the future of Nigeria,” the statement concluded.

    Nigeria to record largest surge in food insecurity globally in 2026

    Nigeria is set to experience one of the highest increases in food insecurity worldwide in 2026, according to the latest Global Report on Food Crises released on April 24, 2026.

    The report, compiled by agencies including the Food and Agriculture Organization and World Food Programme, raised fresh concerns over worsening hunger levels driven by insecurity, economic hardship and declining humanitarian funding.

    According to FAO findings, about 4.1 million additional Nigerians could fall into acute food insecurity in 2026, placing the country among those with the largest increases globally.

    Reacting to the development, President of the International Fund for Agricultural Development, Mr Alvaro Lario, said “the crisis is becoming more prolonged and difficult to contain”.

    “We are no longer seeing just temporary shocks, but persistent shocks over time,” warning that the situation is placing growing pressure on global stability.

    FAO noted that about 266 million people across 47 countries face high levels of acute hunger in 2025, with conditions expected to remain severe into 2026.

    In Nigeria, the situation is being worsened by continued insecurity in key farming regions, rising inflation and limited access to food.

    According FAO projections, over 34 million Nigerians may experience crisis level hunger between June and August 2026, during the peak of the lean season.

    The FAO Country Representative in Nigeria, Mr Hussein Gadain, said the combined impact of armed conflict, climate shocks, high food prices and cuts in global aid funding is pushing more Nigerians into hunger.

    The report called for urgent and sustained intervention, warning that without immediate action, millions more could slide into emergency levels of food insecurity in the coming months.

    Ukraine’s defense ministry has dismissed a senior commander following the emergence of photographs depicting a group of malnourished soldiers who have been stationed on the frontline for several months without adequate food and water.

    The controversy arose after the spouse of one of the soldiers, Anastasiia Silchuk, shared the images on social media. The four men appeared pale and significantly undernourished, with visible ribcages and thin arms.

    According to their relatives, the soldiers had been defending a diminishing area of territory on the left bank of the Oskil River, near the northeastern Ukrainian city of Kupiansk, for eight months. Supplies of food and medicine could only be delivered by drone.

    “When the lads first arrived at the frontlines, they weighed between 80 and 90 kg. Now, they weigh approximately 50 kg,” Silchuk stated.

    She mentioned that after one delivery, no food arrived for 10 days, forcing the soldiers to rely on rainwater and melted snow for survival.

    “The longest they went without food was 17 days. They were not heard on the radio, or perhaps no one wanted to listen to them. My husband cried out and pleaded, stating there was no food or water,” she remarked, emphasizing that the issue extends beyond just this one instance.

    Another relative, Ivanna Poberezhnyuk, said the soldiers from the 14th Separate Mechanised Brigade were in an extremely challenging predicament. “Fighters are losing consciousness due to hunger,” she noted. Her father was evacuated from the position, but others remained trapped there, she added.

    Ukraine’s general staff confirmed that the commander responsible for the soldiers’ sustenance had been replaced. The brigade acknowledged the logistical challenges and stated that deliveries could only be made by air due to their proximity to enemy lines.

    A spokesperson commented, “All operations are conducted via drones. The Russians pay close attention to the delivery of food, ammunition, and fuel. They intercept and shoot down as much as they can. Sometimes, they are more focused on logistics than on our military equipment.”

    Since the onset of Vladimir Putin’s large-scale invasion in early 2022, the gray area between the two opposing sides has significantly widened. Both parties are utilizing drones extensively for reconnaissance and to target armored vehicles and infantry. Soldiers are compelled to march 10-15 kilometers to reach their forward positions.

    In recent months, Ukraine has increasingly employed unmanned ground robots to deliver supplies to vulnerable areas and to evacuate injured soldiers. In the Kupiansk sector, Russia has demolished bridges over the Oskil River in an effort to isolate Ukrainian forces on the left bank.

    Silchuk stated on Friday that conditions have improved since the matter was brought to attention.

    “There’s a new commander,” she posted. “He contacted us and indicated that the situation is being addressed. And indeed, it is. My husband informed me that he had just consumed more food than he had in the past eight months.”

    She continued, “The lads are gradually eating at the moment. Their stomachs have shrunk, and they are uncertain whether they will have food tomorrow. I believe this situation needed to be made public. A rotation is necessary; the boys need medical attention.”

    Ukraine’s military leadership announced that it has initiated an investigation, “It is important to note that recently another food shipment was delivered to the position of the 14th Infantry Brigade. If conditions are favorable, an immediate evacuation of our soldiers will be executed,” it added.
