Lagos introduces new materials testing reforms to tackle building collapse

The Lagos State Materials Testing Laboratory Agency, LSMTL, has introduced a series of new quality assurance measures aimed at improving building safety and reducing cases of structural collapse across the state.

A statement by the agency said the reforms include mandatory signing and sealing of raw laboratory data, compulsory laboratory comparison exercises, intensified audit processes and the inclusion of weather information in Non-Destructive Testing, NDT, reports.

The General Manager of LSMTL, Engr. Yinka Abdul, disclosed this during a technical session with operators of privately-owned materials testing laboratories held at the Lagos State Chamber of Commerce and Industry on Thursday.

She said the new measures were introduced to strengthen standard operating procedures in both public and private laboratories and to ensure the credibility, accuracy and reliability of materials testing results used for construction projects in the state.

“All raw Laboratory data must henceforth be properly signed and sealed as part of the Agency’s quality assurance framework,” Abdul said.

She explained that the policy would improve accountability, transparency and traceability in laboratory operations while also aligning testing processes with international best practices.

The LSMTL boss added that the move would further increase public confidence in laboratory reports issued for construction and engineering projects across Lagos.

Abdul also stated that laboratory comparison exercises would now become a compulsory standard procedure across affiliated laboratories to validate test outcomes and improve consistency in the industry.

She noted that the exercise was designed to eliminate discrepancies in testing results and strengthen the overall integrity of materials testing operations within the built environment sector.

The General Manager further disclosed that the agency would intensify audit exercises across all laboratories, especially privately-owned facilities,  as part of efforts to strengthen compliance and monitoring standards.

According to her, regular audits would help reassure customers and stakeholders about the authenticity and reliability of laboratory reports issued by the agency and affiliated laboratories in line with global standards.

She also revealed that weather information would now be included in NDT reports where necessary, explaining that environmental conditions could significantly affect testing procedures and outcomes.

“The inclusion of such details is expected to further enhance the accuracy, completeness, and technical value of laboratory reports,” she added.

Speaking at the session, the Country Representative for Pile Dynamics Inc., PDI, USA, Odjenima-Akpadaka Udu, stressed the importance of improving technical competence in materials testing operations.

He said strengthening laboratory systems requires continuous training, skill development and strict adherence to validated testing procedures.

Udu also called for regular proficiency assessments and enhanced training programmes to ensure laboratory personnel remain capable of delivering accurate and reliable results that meet international standards.

2027 Polls: Chima Amadi emerges APP lmo East Senatorial candidate

Chima Matthew Amadi has emerged as the senatorial candidate of the Action Peoples Party (APP) for Imo East (Owerri Zone) in the forthcoming 2027 general elections.

The primary election was held at the party’s state secretariat in Owerri, the state capital. Delegates, stakeholders, and leaders of the APP unanimously adopted Amadi as the consensus candidate.

The congress, which witnessed massive participation from across the nine local government areas of Owerri Zone, was characterized by unity of purpose, enthusiasm, and a shared commitment to purposeful and people-centered leadership.

The emergence of Amadi as the consensus candidate followed a motion moved by Hon. Ugochukwu Metford Nnah, the LGA party chairman of Mbaitoli, and duly seconded by Engr. Henry Alaribe, the zonal chairman of the party.

The motion received overwhelming endorsement and affirmation from delegates and stakeholders present at the congress, reflecting the broad acceptance, confidence, and trust reposed in Amadi’s leadership capacity and senatorial aspiration.

The congress, which was conducted by a team led by Barrister Obed Agor and witnessed by the Imo State Resident Electoral Commissioner and members of the INEC monitoring team, further demonstrated the party’s commitment to transparency, internal democracy, and strict adherence to due process.

The exercise was also graced by other prominent leaders of the party, including the National Chairman, Barrister Uche Nnadi; members of the National Executive Committee; members of the National Assembly who are members of the party; newly emerged candidates of the party for the House of Representatives; as well as other critical stakeholders whose presence underscored the unity, strength, and growing structure of the party.

The choice of Amadi as the consensus candidate reflects the growing confidence in his leadership capacity, political maturity, grassroots acceptability, and unwavering commitment to the advancement of Imo East Senatorial Zone in particular and Imo State in general.

At a time when the people earnestly desire effective representation, courageous advocacy, and visionary leadership, the APP has resolved to present a candidate whose record of engagement and service continues to inspire hope and public confidence.

Stakeholders and delegates at the congress described Amadi as a bridge-builder, a grassroots mobilizer, and a leader with the intellectual depth and political experience required to effectively represent the interests of Owerri Zone at the National Assembly.

They emphasized that his emergence was the outcome of extensive consultations and broad-based consensus among party faithful who are united in the belief that the zone deserves a senator capable of combining competence with compassion, accessibility, and integrity.

This was contained in a statement issued on Saturday by Cajetan Duke, the Chief Press Secretary, and made available to journalists in Owerri.

The party further noted that Amadi’s widespread acceptance among youths, women, professionals, and community leaders across the zone is anchored on his consistent engagement in humanitarian interventions, empowerment initiatives, and community development efforts.

His political philosophy, which prioritizes inclusiveness, accountability, and service-driven leadership, continues to resonate strongly with the aspirations of the people.

The APP emphasized that the prevailing realities in Imo East Senatorial Zone demand representation that transcends rhetoric and ceremonial politics.

According to party leaders, the zone requires a senator with a deep understanding of governance, strong legislative competence, and the courage to effectively articulate and defend the interests of the people at the National Assembly. Amadi, they maintained, possesses these attributes in abundance.

The congress further reaffirmed the commitment of the Action Peoples Party to internal democracy, party unity, and issue-based politics anchored on development, transparency, and good governance. Stakeholders commended the peaceful conduct of delegates throughout the nomination process, describing the outcome as a triumph of collective will and democratic maturity within the party structure.

In his acceptance speech, the Umuekwenne, Ngor Okpala-born scholar and social entrepreneur, in his usual charismatic and warm disposition, described the honour as both humbling and challenging.

He assured that the journey to redesign the governance architecture of Imo State begins with a journey to the National Assembly, while maintaining that government must work for the people, emphasizing that true leadership is defined by service, accountability, and measurable impact on the lives of citizens.

Amadi also decried the spate of insecurity and the avoidable loss of innocent lives in the state, while expressing concern over perceived governmental indifference. He reassured the people that the journey to Imo redemption has begun.

  • How I Drugged And Killed Female WASC Candidate ..Ogun Teacher

How I Drugged And Killed Female WASC Candidate ..Ogun Teacher

A 30-year-old private school teacher, Nathaniel Baiyegun, has been arrested for allegedly killing a 16-year-old West African Senior School Certificate Examination candidate identified as Florence, said to be his former student.

A police source on Friday said that the suspect allegedly lured the teenager to the scene of her death under the guise of attending an academic coaching class.

The source added that Baiyegun allegedly demanded a ransom of N500,000 from the girl’s father after killing her, which he later confessed to spending on online sports betting.

“The suspect allegedly reconnected with the teenager about a year after she left his former school and attempted to force her into a relationship with his friend, identified simply as Sola. He kidnapped and kept her in an unfinished building before administering an overdose of D5 sleeping tablets to her.

“He also claimed that the killing was accidental, but preliminary police investigations revealed he was allegedly involved in internet fraud and had at one time requested nude photographs from the deceased, which she reportedly sent to him through her mobile phone,” the source added.

Baiyegun was, however, said to have dumped the victim’s body in a river in Ogijo after believing she had died.

In a confessional statement obtained by Punch correspondent on Friday, the suspect explained that he was very close to Florence but had no amorous relationship with her.

“I am a teacher at a private school in Ogijo, and she was one of the students in my former school. She was not one of my direct students because she was in the humanities, while I teach only science students. I was not teaching her class. I was teaching Physics and Further Mathematics.

“We became very close, but there was no amorous relationship between us. At times, she would go to my table in the staff room and drop gifts for me, even when I was not around. That was just it until I deleted her number from my phone and told her not to call me again.

“She lied to our then principal that she was coming to return my power bank to me after she was caught at a faraway location. It was true that I gave her my power bank, but she returned it to me at school. So, when she called me to tell me that I should help her lie to the principal that she had come to return my power bank when he saw her, I was very upset, and I severed my relationship with her,” he reportedly wrote in the statement.

Baiyegun added that he did not hear from her again after she left the former school and changed to a new one.

The suspect further revealed that he reconnected with her on April 7 this year while he was shooting content for his Instagram page in the community.

“The last time I saw her before April 7 this year was last year, after her WAEC. She was the one who saw me and called me. I asked her if she was writing UTME, but she told me that she did not do well in her O-Level results. She failed Mathematics and English and wanted to write WASSCE again,” he said.

The suspect further stated that they exchanged contacts again, while he also introduced his JAMB and WAEC coaching classes to her and advised her to attend the coaching camp.

While narrating the circumstances that led to her abduction, the suspect explained that one of his friends, identified as Sola, had repeatedly expressed interest in dating Florence.

He said on April 8, he called the victim to come to his new school while she was at her coaching centre, adding that Sola had been waiting for her behind the school premises.

The suspect added that at about 5:30 p.m. on the said date, Florence arrived, and he introduced her to Sola before leaving them behind the school while he attended a class.

According to him, when he returned around 6:30 p.m., he met only the girl behind the school, as Sola had already left.

He said when he asked the victim what transpired between her and Sola, she told him that Sola demanded sex from her, but she declined, claiming she was on her menstrual period.

The suspect further disclosed that the girl requested transport fare from him, but he told her he had no money on him.

He added that they subsequently planned a fake kidnapping together with the intention of extorting money from her family.

“I took her to an uncompleted building at the back of our school and used her phone to negotiate a ransom of N3m from her father. She complained to me that she could not sleep well the first day she slept in the uncompleted building.

After she complained that she was scared and that she could not sleep, I gave her four dosages of D5 sleeping tablets and left her there.

“I was not around the day after I gave her the drug. I attended our pastor’s father’s burial and came back on the night of April 11.

When I returned from the burial, I went to see her and discovered that she was gasping for breath. I quickly stopped a bike and took her to a river in the MTN area and dumped her body there

I lied to the bike rider that she was sick and that I wanted to take her to my aunt for treatment, but I dumped her body in the river.”

He also stated that after everything, the father agreed to pay the ransom and sent him N500,000, but he did not inform him that his daughter was already dead.

“I lied to him that his daughter would be released as soon as the ransom was paid. I spent almost all the money on online sports betting, and I regret it now,” he added.

While reacting to the incident on Friday, the spokesperson for the Ogun State Police Command, Oluseyi Babaseyi, urged residents to be mindful of the company they keep.

He said, “The successful operation carried out by the Anti-Kidnapping Unit, leading to the arrest of the notorious suspect and recovery of incriminating exhibits, underscores the bravery, professionalism and unwavering dedication of the operatives.

“The Ogun State Police Command commends Olatunji Disu for his continued support towards tactical policing, intelligence-led operations and the fight against kidnapping and other violent crimes.
